There are so many great Halloween episodes out there and plenty of lists. For me personally, several come to mind.
Roseanne, Home Improvement, The Office, My So-Called Life, Freaks and Geeks, Modern Family, American Horror Story, Beavis and Butthead, The Middle, Newhart.
But one show that doesn't seem to be as popular on the Halloween lists is Highway to Heaven. Surprisingly, there are a couple great Halloween episodes that I highly recomend.
